As President of Magellan
K12, Inc., Mr. Wilson has the overall responsibility for educational consulting
services at Magellan K12. Sam has over 15 years experience providing strategic
planning and facility planning consulting services to a broad range of
client.
As one of Magellan
K12's senior consultants, Sam formulates the Educational Adequacy Assessment
goals and objectives, helps tailor the overall assessment approach and
leads the educational standards development effort. He participates in
the survey and assessment process and creates the bond funding scenarios
while working hand-in-hand with the district after the assessment is complete.
Sam also assists clients with educational specifications, architectural
programs, design reviews, post-occupancy evaluations, and research regarding
new trends and directions in the classroom.
Having been directly
responsible for Educational Adequacy Assessments in over 20,000 classrooms,
Sam routinely advises school districts on assessment techniques and approaches,
educational standards development, community outreach programs, bond financing
requirements and implementation strategies for successful bond campaigns.
He also provides consulting for large-scale construction program management
projects by developing management plans, action plans, project schedules,
market capacity studies and alternative delivery strategies for delivery
of a district's comprehensive construction program.
Throughout his career,
he has provided clients with innovative approaches and tailored solutions
to complex problems. The profile of project assignments includes strategic
planning, architectural programming, management consulting, and venture
capital funding for small and large organizations where quality of facilities
and knowledge of unique user requirements has a direct impact on the operational
mission.

School District, Beaumont, Texas
Provided educational suitability analysis, determined deficiency prioritization
and developed/analyzed funding scenarios for the comprehensive assessment
of 30 BISD schools.
Cleveland Municipal
School District, Cleveland, Ohio
Provided educational suitability analysis, determined deficiency prioritization
and developed/analyzed funding scenarios for the comprehensive assessment
of 130 CMSD schools. In addition to physical surveys, Mr. Wilson worked
directly with CMSD's senior leadership to identify the environment for
the classroom of the future.
El Paso Independent
School District, El Paso, Texas
Provided educational suitability analysis, determined deficiency prioritization
and developed/analyzed funding scenarios for the comprehensive assessment
of 82 EPISD schools. In addition to physical surveys, Mr. Wilson worked
directly with EPISD's senior leadership to determine alternative approaches
to funding renovation projects.
Orange County Public
Schools, Orange County, Florida
Performed educational suitability analysis for 145 OCPS schools. Project
included compiling standards, physical surveys and identification of deficiencies,
as well as determination of programmatic needs. Results were integrated
with existing OCPS information to form the basis of ongoing capital renewal
projects.
School Facilities
Needs Assessment Update, State of Idaho, Department of Education
In 1992, the State of Idaho developed a comprehensive evaluation of
all publicly-owned school facilities. This 1999 effort updated the results
of the 1992 comprehensive evaluation of all publicly-owned school facilities
to identify funding requirements to correct all health and safety deficiencies,
as well as the cost to bring technology for those facilities to standard.
Additionally, the project evaluated progress toward correcting problems
with 70 of the worst facilities identified in the 1992 study. Finally,
the study determined student capacity of all schools involved in the study.
In all, the study identified a need of $274 million to correct deficiencies.
Houston Independent
School District, Houston, Texas
Provided educational suitability analysis, determined deficiency prioritization
and developed/analyzed funding scenarios for the comprehensive assessment
of 245 HISD schools and 55 support facilities. In addition to physical
surveys, Mr. Wilson contributed to the overall project process, facilitated
community outreach efforts and worked directly with HISD's senior leadership
to determine alternative approaches to funding renovation projects.
Corpus Christi
Independent School District, Houston, Texas
Provided demographic projections for CCISD's 65 schools using two
projection methods. For each school, annual projections were developed
for the next five years, as well as a 10-year long-term projection. Results
were entered into a GIS program and compared with school capacities to
facilitate attendance boundary analysis.
Houston Independent
School District, Houston, Texas
Conducted a post-occupancy evaluation of five HISD elementary schools
to determine candidates for site adaptation in the current bond program.
The evaluation included educational suitability, physical deficiencies,
operational and programmatic issues, as well as initial and ongoing cost
factors.
Galena Park Independent
School District, Galena Park, Texas
Provided educational suitability analysis, determined deficiency prioritization
and developed/analyzed funding scenarios for the comprehensive assessment
of GPISD schools and support facilities. In addition to physical surveys,
Mr. Wilson contributed to the overall project process, facilitated community
outreach efforts and worked directly with GPISD's senior leadership to
determine alternative approaches to funding renovation projects.
Seattle Public
Schools, Seattle, Washington
Developed overall strategy for program assessment of 37 independent
schools and 10 alternative schools. Following the physical assessment,
a capital improvement plan was developed with individual school principals,
teachers and parent organizations. Each plan was documented and incorporated
into a subsequent $400 million bond program.
